KEY INFORMATION IN HB2169
The name of the new board will be the Barbering, Cosmetology and Massage Therapy Board. The barbering, cosmetology and massage therapy board is established consisting of the following members who are appointed by the governor: 1 Active Cosmetologist, in practice for 3+ years , 1 Active Barber, in practice for 3+ years, 1 Active Massage Therapist, in practice for 3+ years, 3 school owners who do not own the same school. 1 Cosmetology School Owner,
1 Barbering School Owner, 1 Massage School Owner, 5 Public Members unassociated with the Industries. The proposed bill results in the dissolution of the current Board of Massage Therapy. .
As soon as we had word on this bill, we quickly put an advocacy group together to take action. In two days we were able to reach out to the bill sponsor, the cosmetology board, AMTA, ABMP, FSMTB, and other interested parties. We created an advocacy packet, talking points, and handouts. The team working together with us on this bill put in incredible effort to stop the bill from being introduced into committee. As of 1/19/24, the bill has been struck from the committee hearing. We will continue to monitor the situation and keep you informed.
From the US Department of Education Website:
The Higher Education Act requires that certificate programs at all institutions and degree programs at private for-profit colleges must provide training that prepares students for gainful employment in a recognized occupation.
The regulations propose that programs covered by this requirement would have to meet certain performance standards on two measures to maintain access to Federal financial aid.
Specifically, programs would have to show that:
Programs would be assessed separately on each metric. Programs that fail at least one metric would need to warn students that the program is at risk of losing access to Federal aid. Those that fail to meet the standards on the same metric twice in a three-year period would lose access to Federal aid.
The Gainful Employment rule passed, fourth quarter of 2023. USOLMT is continuing to monitor the results of this new law and it's affects on our industry's schools.
